Position Description

Seattle Public Utilities (SPU) is seeking a Landscape and Organics Resource Conservation Planner and Program Lead. This senor planning and development position is the lead for developing, managing, and implementing complex community engagement programs to achieve SPU's environmental, regulatory compliance, and community-centered customer service goals, in an inclusive and equitable manner. This position reports to SPU's Solid Waste branch, and also serves the Drainage and Wastewater branch. The position serves as a strategic policy and technical lead related to organics waste prevention, recycling, and landscape stormwater issues. Program implementation requires this position to perform strategic planning, research, development, oversight, and leading intra- and inter-departmental, inter-agency, and community stakeholder teams, impacting SPU's public accountability, relations with regional jurisdictions, and regulatory compliance requirements.

Job Responsibilities

This position is SPU's lead for landscape management of organic wastes and pollution prevention, including natural yard care, backyard composting, pesticide reduction, soils and stormwater landscape best management practices, organics recycling, and compost market development. Key tasks include:

  • Manage the Sustainable Yard and Home public outreach and education program and large outreach contract with multiple funding agencies, embedded in all three SPU Line of Business work plans. Coordinate with cross-SPU staff on program subtasks;
  • Lead and conduct professional training related to sustainable landscaping and design;
  • Develop and maintain extensive public and professional outreach materials: print, web, and various media in multiple languages;
  • Serve as technical, policy, standards, and training lead on organics recycling, soil, stormwater, and landscape best practices. Lead and technically guide related interdepartmental, inter-agency and community teams;
  • Engage our diverse residents, so that they see themselves as stewards of our region's natural resources and quality of life, and incorporate that awareness into their daily actions.
  • Qualifications

    Education:
    A Bachelor's Degree in urban planning and design, environmental studies, biology, ecology, public administration, or a related field.
    Or, two additional years of relevant qualifying experience.
    Experience:
    Three years of experience in planning, research, program management and field work related to land use, urban economics, human services, environmental issues conservation; or other work related to City planning and development activities, such as outreach and collaborative education with diverse communities.

    The ideal candidate will have some combination of the following experience: hands-on work in landscape or soil-related fields; work experience in organics recycling and composting; program, budget, contracts and reporting experience, including program development and management; broad knowledge of resource conservation issues (soil, water, waste, stormwater, energy, climate change) and sustainable landscape/ecosystems design; experience in research and writing for outreach in print and web formats, especially interpreting scientific subjects for public and professional audiences; experience working in a second language and/or distinctly different culture, preferably in a community outreach role; experience organizing collaborative teams, including program and project management skills; previous government, consulting, nonprofit, or private industry experience in a related capacity


    License:
    Driver's license or evidence of equivalent mobility; to meet customers and shareholders, and deliver outreach and education.
